ಬೆಂಗಳೂರು, ಜುಲೈ 14: ತಿರುಮಲ ತಿರುಪತಿ ದೇವಸ್ಥಾನದಲ್ಲಿ ಶ್ರೀ ವೆಂಕಟೇಶ್ವರ ಸ್ವಾಮಿಗೆ ನೆರವೇರಿಸುವ ಪ್ರಥಮ ಆರತಿ ಸ್ವೀಕಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಪ್ರಸ್ತಾಪಿಸಿರುವ ಹೊಸ ಶಿಷ್ಟಾಚಾರ ವ್ಯವಸ್ಥೆ ಐತಿಹಾಸಿಕ ಪರಂಪರೆಗೆ ಗೌರವ ಸಲ್ಲಿಸುವ ಮಹತ್ವದ ಹೆಜ್ಜೆಯಾಗಿದ್ದು, ಇದು ಸ್ವಾಗತಾರ್ಹ ಬೆಳವಣಿಗೆಯಾಗಿದೆ. ಆದರೆ, ಈ ಗೌರವವನ್ನು ಕೇವಲ ರಾಜಕೀಯ ಪ್ರತಿನಿಧಿಗಳಿಗೆ ಮಾತ್ರ ಸೀಮಿತಗೊಳಿಸದೆ, ಆ ದಿನ ತಿರುಮಲದಲ್ಲಿ ಉಪಸ್ಥಿತರಿರುವ ಕರ್ನಾಟಕದ ಪ್ರಮುಖ ಗಣ್ಯರೊಬ್ಬರಿಗೆ ಅವಕಾಶ ಕಲ್ಪಿಸುವ ರೀತಿಯಲ್ಲಿ ಶಿಷ್ಟಾಚಾರ ರೂಪಿಸುವುದು ಸೂಕ್ತ ಎಂದು ಟಿಟಿಡಿ ಆಡಳಿತ ಮಂಡಳಿ ಸದಸ್ಯ ಎಸ್. ನರೇಶ್ ಕುಮಾರ್ ತಿಳಿಸಿದ್ದಾರೆ.
ಈ ಕುರಿತು ಪತ್ರಿಕಾ ಪ್ರಕಟಣೆ ನೀಡಿರುವ ಅವರು, ವಿಜಯನಗರ ಸಾಮ್ರಾಜ್ಯದ ನಂತರ ಮೈಸೂರು ಮಹಾರಾಜರು ತಿರುಪತಿ ದೇವಸ್ಥಾನಕ್ಕೆ ನೀಡಿದ ಸೇವೆಯ ಸ್ಮರಣಾರ್ಥ, ಸುಪ್ರಭಾತ ಸೇವೆಯ ನಂತರ ನಡೆಯುವ ಪ್ರಥಮ ಆರತಿ ಹಾಗೂ ನಿತ್ಯಾರತಿ ಸ್ವೀಕರಿಸುವ ಗೌರವವನ್ನು ಐತಿಹಾಸಿಕವಾಗಿ ಮೈಸೂರು ಮಹಾರಾಜರಿಗೆ ನೀಡಲಾಗುತ್ತಿತ್ತು . ಮೈಸೂರು ಸಂಸ್ಥಾನದ ಆಡಳಿತ ಅಂತ್ಯಗೊಂಡ ನಂತರ ಈ ಗೌರವ ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಹೆಸರಿನಲ್ಲಿ ಮುಂದುವರಿಯುತ್ತಿದ್ದು, ಇಂದಿಗೂ ದೇವರ ಆರತಿಗೆ ಬಳಸುವ ದೀಪ ಮತ್ತು ತುಪ್ಪವನ್ನು ಮೈಸೂರು ಮಹಾರಾಜರ ಹೆಸರಿನಲ್ಲೇ ಸಮರ್ಪಿಸಲಾಗುತ್ತಿದೆ.
ಹಿಂದೆ ಮೈಸೂರು ಮಹಾರಾಜರು ದೇವಸ್ಥಾನಕ್ಕೆ ಆಗಮಿಸಲು ಸಾಧ್ಯವಾಗದ ಸಂದರ್ಭಗಳಲ್ಲಿ ಅವರ ಪರವಾಗಿ ದಿವಾನರು ಅಥವಾ ಸರ್ಕಾರದ ಹಿರಿಯ ಪ್ರತಿನಿಧಿಗಳು ಆರತಿಯಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುತ್ತಿದ್ದರು. ಆದರೆ ಪ್ರಸ್ತುತ ಈ ಕುರಿತು ಯಾವುದೇ ಸ್ಪಷ್ಟ ಆಡಳಿತಾತ್ಮಕ ಶಿಷ್ಟಾಚಾರ ಇಲ್ಲದಿರುವುದರಿಂದ, ಮಹಾರಾಜರ ಅನುಪಸ್ಥಿತಿಯಲ್ಲಿ ಮುಜರಾಯಿ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಆರತಿ ಸ್ವೀಕರಿಸುವ ವ್ಯವಸ್ಥೆ ಜಾರಿಯಲ್ಲಿದೆ.
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಈ ಶಿಷ್ಟಾಚಾರವನ್ನು ಮರುಪರಿಶೀಲಿಸುವ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರ ಪ್ರಸ್ತಾಪ ಸ್ವಾಗತಾರ್ಹವಾಗಿದೆ. ಆದರೆ, ಈ ಐತಿಹಾಸಿಕ ಗೌರವವನ್ನು ಕೇವಲ ರಾಜಕೀಯ ಹುದ್ದೆಗಳಿಗೆ ಸೀಮಿತಗೊಳಿಸದೆ, ಆ ದಿನ ತಿರುಮಲದಲ್ಲಿ ಉಪಸ್ಥಿತರಿರುವ ರಾಜ್ಯದ ಪ್ರಮುಖ ಗಣ್ಯರೊಬ್ಬರಿಗೆ ರಾಜ್ಯದ ಪರವಾಗಿ ಆರತಿ ಸ್ವೀಕರಿಸುವ ಅವಕಾಶ ಕಲ್ಪಿಸುವ ರೀತಿಯಲ್ಲಿ ನಿಯಮ ರೂಪಿಸುವುದು ಹೆಚ್ಚು ಸೂಕ್ತವಾಗಲಿದೆ ಎಂದು ನರೇಶ್ ಕುಮಾರ್ ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.
“ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಇಂತಹ ಐತಿಹಾಸಿಕ ಸಂಪ್ರದಾಯಗಳು ಹಾಗೂ ಧಾರ್ಮಿಕ ಶಿಷ್ಟಾಚಾರಗಳ ಬಗ್ಗೆ ಆಸಕ್ತಿ ವಹಿಸಿ, ಅವುಗಳಿಗೆ ಸೂಕ್ತವಾದ ಆಡಳಿತಾತ್ಮಕ ವ್ಯವಸ್ಥೆ ಕಲ್ಪಿಸಲು ಮುಂದಾಗಿರುವುದು ಸ್ವಾಗತಾರ್ಹ ಬೆಳವಣಿಗೆಯಾಗಿದೆ,” ಎಂದು ಅವರು ಹೇಳಿದ್ದಾರೆ.
ಇಂತಹ ಶಿಷ್ಟಾಚಾರದ ವ್ಯವಸ್ಥೆಯನ್ನು ಕೇವಲ ಟಿಟಿಡಿ ಅಧೀನದ ದೇವಾಲಯಗಳಿಗೆ ಮಾತ್ರ ಸೀಮಿತಗೊಳಿಸದೆ, ಕರ್ನಾಟಕದ ಪ್ರಮುಖ ದೇವಾಲಯಗಳಲ್ಲಿಯೂ ಐತಿಹಾಸಿಕ ಸಂಪ್ರದಾಯಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಸೂಕ್ತ ಶಿಷ್ಟಾಚಾರ ರೂಪಿಸುವ ಕುರಿತು ಸರ್ಕಾರ ಚಿಂತನೆ ನಡೆಸಬೇಕಾಗಿದೆ ಎಂದು ಅವರು ಸಲಹೆ ನೀಡಿದ್ದಾರೆ.
” ಟಿಟಿಡಿ ಸದಸ್ಯ ಭಾನುಪ್ರಕಾಶ್ ಅವರು ಉಪಮುಖ್ಯಮಂತ್ರಿಗಳ ಹೇಳಿಕೆಯ ಹಿನ್ನೆಲೆಯನ್ನು ಸಮರ್ಪಕವಾಗಿ ಅರ್ಥೈಸಿಕೊಳ್ಳದೆ ಪ್ರತಿಕ್ರಿಯಿಸಿರುವುದು ಸರಿಯಲ್ಲ. ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಈ ಕುರಿತು ಅಧಿಕೃತ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಟಿಟಿಡಿ ಆಡಳಿತ ಮಂಡಳಿಗೆ ಸಲ್ಲಿಸಿದಲ್ಲಿ, ದೇವಸ್ಥಾನದ ಸಂಪ್ರದಾಯ, ಐತಿಹಾಸಿಕ ಹಿನ್ನೆಲೆ ಹಾಗೂ ಜಾರಿಯಲ್ಲಿರುವ ನಿಯಮಾವಳಿಗಳನ್ನು ಪರಿಗಣಿಸಿ ಟಿಟಿಡಿ ಆಡಳಿತ ಮಂಡಳಿ ಸಕಾರಾತ್ಮಕವಾಗಿ ಪರಿಶೀಲಿಸಲಿದೆ,” ಎಂದು ಎಸ್. ನರೇಶ್ ಕುಮಾರ್ ಪ್ರಕಟಣೆಯಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.

BENGALURU, July 14: TTD Board Member S. Naresh Kumar has welcomed Chief Minister D.K. Shivakumar’s proposal to introduce a new protocol regarding the First Arathi offered to Lord Venkateswara at the Tirumala temple, describing it as a significant step towards honouring a historic tradition. However, he suggested that the privilege should not be limited exclusively to political representatives, but should instead be extended to a distinguished dignitary from Karnataka who is present at Tirumala on that particular day.
In a statement issued to the media, Naresh Kumar explained that following the fall of the Vijayanagara Empire, the honour of receiving the First Arathi and the Nithya Arathi after the Suprabhata Seva was historically accorded to the Maharaja of Mysore in recognition of the Mysore royal family’s substantial patronage to the Tirupati temple.
He further noted that, following the end of the Mysore princely state’s rule, this honour has continued in the name of the State of Karnataka. Even today, the ceremonial lamp and ghee used for the Arathi are offered in the name of the Maharaja of Mysore, preserving the long-standing tradition.
Naresh Kumar said that when the Maharaja was unable to be present at the temple, the Diwan or other senior representatives of the government would receive the Arathi on his behalf. However, in the absence of any clearly defined administrative protocol today, officials from the Endowments Department currently receive the Arathi when the Maharaja is not present.
Against this backdrop, he said Chief Minister D.K. Shivakumar’s proposal to revisit the existing protocol is welcome. However, he suggested that instead of restricting the honour solely to political office-bearers, a protocol should be framed allowing a distinguished dignitary from Karnataka who is present at Tirumala on that day to receive the Arathi on behalf of the State.
“As a Congress Chief Minister, D.K. Shivakumar taking keen interest in preserving such historic traditions and religious protocols and seeking to establish an appropriate administrative framework is a welcome development,” he said.
Naresh Kumar also suggested that such protocol-based practices should not remain confined to temples under the TTD alone, but should also be considered for major temples in Karnataka in accordance with their respective historical traditions and customs.
He further said that TTD Board Member Bhanu Prakash’s response was inappropriate, as he had reacted without properly understanding the context behind the Chief Minister’s proposal.
“If the Government of Karnataka submits an official proposal to the TTD Board, the Board will examine it positively after taking into consideration the temple’s traditions, historical background and the existing rules and regulations,” Naresh Kumar said in his statement.
