ನಗರ ಆಡಳಿತ, ಮೂಲಸೌಕರ್ಯ, 24×7 ನೀರು ಸರಬರಾಜು ಹಾಗೂ ಸುಸ್ಥಿರ ಸಾರಿಗೆಗೆ ಆದ್ಯತೆ

ಬೆಂಗಳೂರು, ಸೆಪ್ಟೆಂಬರ್ 9: ಕರ್ನಾಟಕ ನಗರ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಮತ್ತು ಹಣಕಾಸು ನಿಗಮದ (KUIDFC) ಸಹಯೋಗದಲ್ಲಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಆಯೋಜಿಸಿದ್ದ ಕರ್ನಾಟಕ ನಗರ ಮೂಲಸೌಕರ್ಯ ಮತ್ತು ಹೂಡಿಕೆಗಳ ಶೃಂಗಸಭೆಯನ್ನು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರು ಉದ್ಘಾಟಿಸಿ, ಭಾಗವಹಿಸಿ ಮಾತನಾಡಿದರು.

ಕರ್ನಾಟಕವು ದೇಶದಲ್ಲಿ ವೇಗವಾಗಿ ನಗರೀಕರಣಗೊಳ್ಳುತ್ತಿರುವ ಹಾಗೂ ಆರ್ಥಿಕವಾಗಿ ಅತ್ಯಂತ ಕ್ರಿಯಾಶೀಲ ರಾಜ್ಯಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ. ರಾಜ್ಯದ ನಗರಗಳು ಉದ್ಯಮ, ನಾವೀನ್ಯತೆ, ಶಿಕ್ಷಣ, ಉದ್ಯೋಗ ಮತ್ತು ಹೂಡಿಕೆಯ ಪ್ರಮುಖ ಕೇಂದ್ರಗಳಾಗಿ ವೇಗವಾಗಿ ಬೆಳೆಯುತ್ತಿವೆ. ಬೆಂಗಳೂರು ಜಾಗತಿಕ ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ನಾವೀನ್ಯತೆಯ ಕೇಂದ್ರವಾಗಿ ಗುರುತಿಸಿಕೊಂಡಿರುವುದರ ಜೊತೆಗೆ, ಮೈಸೂರು, ಮಂಗಳೂರು, ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ, ಬೆಳಗಾವಿ, ಕಲಬುರಗಿ, ಶಿವಮೊಗ್ಗ ಹಾಗೂ ತುಮಕೂರು ಸೇರಿದಂತೆ ರಾಜ್ಯದ ವಿವಿಧ ನಗರಗಳು ಪ್ರಾದೇಶಿಕ ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಯ ಪ್ರಮುಖ ಕೇಂದ್ರಗಳಾಗಿ ಹೊರಹೊಮ್ಮುತ್ತಿವೆ ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದರು.

ವೇಗವಾಗಿ ನಡೆಯುತ್ತಿರುವ ನಗರೀಕರಣವು ಹೊಸ ಅವಕಾಶಗಳೊಂದಿಗೆ ದೊಡ್ಡ ಜವಾಬ್ದಾರಿಯನ್ನೂ ನಮ್ಮ ಮುಂದಿಟ್ಟಿದೆ. ನಗರಗಳ ಬೆಳವಣಿಗೆ ಕೇವಲ ಭೌತಿಕ ವಿಸ್ತರಣೆಗೆ ಸೀಮಿತವಾಗದೆ, ಯೋಜಿತ, ಸಮಗ್ರ, ಸುಸ್ಥಿರ ಹಾಗೂ ಪ್ರತಿಯೊಬ್ಬ ನಾಗರಿಕನ ಜೀವನಮಟ್ಟವನ್ನು ಸುಧಾರಿಸುವ ರೀತಿಯಲ್ಲಿ ಸಾಗಬೇಕು. ಇದೇ ರಾಜ್ಯ ಸರ್ಕಾರದ ನಗರಾಭಿವೃದ್ಧಿ ಕಾರ್ಯಸೂಚಿಯ ಪ್ರಮುಖ ಆಶಯವಾಗಿದೆ ಎಂದು ಅವರು ಹೇಳಿದರು.

ನಾಲ್ಕು ಪ್ರಮುಖ ಆಧಾರ ಸ್ತಂಭಗಳಿಗೆ ಆದ್ಯತೆ

ರಾಜ್ಯದ ನಗರಾಭಿವೃದ್ಧಿಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರ ನಾಲ್ಕು ಪ್ರಮುಖ ಆಧಾರ ಸ್ತಂಭಗಳ ಮೇಲೆ ವಿಶೇಷ ಗಮನಹರಿಸುತ್ತಿದೆ ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದರು.

• ಬಲಿಷ್ಠ ನಗರ ಆಡಳಿತ ಮತ್ತು ಸಮಗ್ರ ನಗರ ಯೋಜನೆ
• ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗೆ ಪರಿಣಾಮಕಾರಿ ಹಣಕಾಸು ವ್ಯವಸ್ಥೆ ಹಾಗೂ ಯೋಜನೆಗಳ ಸಮರ್ಪಕ ಅನುಷ್ಠಾನ
• ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ಸುರಕ್ಷಿತ, ವಿಶ್ವಾಸಾರ್ಹ ಹಾಗೂ ನಿರಂತರ 24×7 ಕುಡಿಯುವ ನೀರು ಮತ್ತು ಒಳಚರಂಡಿ ಸೌಲಭ್ಯ
• ಸುಸ್ಥಿರ, ಸಮಗ್ರ ಹಾಗೂ ಜನಕೇಂದ್ರಿತ ನಗರ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ

ನೀರು ಮತ್ತು ಒಳಚರಂಡಿ ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ಒತ್ತು

ಬೆಳಗಾವಿ, ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ ಹಾಗೂ ಕಲಬುರಗಿಯಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳ್ಳುತ್ತಿರುವ 24×7 ನೀರು ಸರಬರಾಜು ಯೋಜನೆಗಳನ್ನು ವಿಸ್ತರಿಸುವುದು, ರಾಜ್ಯದ ವಿವಿಧ ನಗರಗಳಲ್ಲಿ ನೀರು ಮತ್ತು ಒಳಚರಂಡಿ ಮೂಲಸೌಕರ್ಯವನ್ನು ಬಲಪಡಿಸುವುದು ಹಾಗೂ ತ್ಯಾಜ್ಯನೀರಿನ ಸಂಸ್ಕರಣೆ ಮತ್ತು ಮರುಬಳಕೆಗೆ ಉತ್ತೇಜನ ನೀಡುವುದು ಸರ್ಕಾರದ ಪ್ರಮುಖ ಆದ್ಯತೆಗಳಾಗಿವೆ ಎಂದು ಸಚಿವರು ಹೇಳಿದರು.

ನಗರಗಳ ಭವಿಷ್ಯದ ಅಗತ್ಯಗಳನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ನೀರಿನ ಸಂಪನ್ಮೂಲಗಳ ಸಮರ್ಥ ನಿರ್ವಹಣೆ ಹಾಗೂ ಸುಸ್ಥಿರ ನಗರ ಸೇವೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಸರ್ಕಾರ ಹೆಚ್ಚಿನ ಒತ್ತು ನೀಡುತ್ತಿದೆ ಎಂದರು.

ಜನಕೇಂದ್ರಿತ ಮತ್ತು ಸುಸ್ಥಿರ ನಗರ ಸಾರಿಗೆ

ನಗರಗಳಲ್ಲಿ ಹೆಚ್ಚುತ್ತಿರುವ ಸಂಚಾರ ದಟ್ಟಣೆ ಹಾಗೂ ಪ್ರಯಾಣದ ಅಗತ್ಯಗಳಿಗೆ ಪರಿಹಾರ ಕಂಡುಕೊಳ್ಳಲು ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸುವುದು, ಉಪನಗರ ರೈಲು ವ್ಯವಸ್ಥೆ, Transit-Oriented Development (TOD), ಪಾದಚಾರಿ ಮತ್ತು ಸೈಕಲ್ ಮೂಲಸೌಕರ್ಯ ಹಾಗೂ ತಂತ್ರಜ್ಞಾನ ಆಧಾರಿತ ಸಂಚಾರ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆಗಳಿಗೆ ಉತ್ತೇಜನ ನೀಡಲಾಗುತ್ತಿದೆ ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದರು.

ನಗರ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ವೇಗ, ಸುರಕ್ಷತೆ, ಸುಸ್ಥಿರತೆ ಮತ್ತು ಎಲ್ಲ ವರ್ಗದ ಜನರಿಗೆ ಸುಲಭವಾಗಿ ಲಭ್ಯವಾಗುವಂತಿರಬೇಕು ಎಂಬುದು ಸರ್ಕಾರದ ಉದ್ದೇಶವಾಗಿದೆ ಎಂದರು.

ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಆರ್ಥಿಕ ಸದೃಢತೆಗೆ ಕ್ರಮ

ನಗರ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗೆ ಅಗತ್ಯವಿರುವ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಕ್ರೋಢೀಕರಿಸುವುದು ಅತ್ಯಂತ ಮುಖ್ಯವಾಗಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಆರ್ಥಿಕ ಸದೃಢತೆಯನ್ನು ಹೆಚ್ಚಿಸಲು ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿದೆ ಎಂದು ಸಚಿವರು ಹೇಳಿದರು.

ಆಸ್ತಿ ತೆರಿಗೆ ಸಂಗ್ರಹಣೆಯ ಸುಧಾರಣೆ, GIS ಆಧಾರಿತ ಆಸ್ತಿ ಮೌಲ್ಯಮಾಪನ, ಡಿಜಿಟಲ್ ನಗರ ಸೇವೆಗಳು ಹಾಗೂ ಮುನಿಸಿಪಲ್ ಬಾಂಡ್‌ಗಳಂತಹ ನವೀನ ಹಣಕಾಸು ವ್ಯವಸ್ಥೆಗಳ ಮೂಲಕ ನಗರಗಳಿಗೆ ಅಗತ್ಯವಿರುವ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಹೆಚ್ಚಿಸುವತ್ತ ಗಮನಹರಿಸಲಾಗುತ್ತಿದೆ ಎಂದರು.

ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆ ಮತ್ತು ಉತ್ತಮ ಜೀವನಮಟ್ಟಕ್ಕೆ ಪೂರಕವಾದ ನಗರಗಳು

“ನಮ್ಮ ಗುರಿ ಕೇವಲ ನಗರಗಳನ್ನು ವಿಸ್ತರಿಸುವುದಲ್ಲ. ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಗೆ ವೇಗ ನೀಡುವ, ಪರಿಸರವನ್ನು ಸಂರಕ್ಷಿಸುವ ಹಾಗೂ ಪ್ರತಿಯೊಬ್ಬ ನಾಗರಿಕನಿಗೂ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಜೀವನವನ್ನು ಒದಗಿಸುವ ಭವಿಷ್ಯಸಿದ್ಧ ನಗರಗಳನ್ನು ನಿರ್ಮಿಸುವುದಾಗಿದೆ,” ಎಂದು ಸಚಿವರು ಹೇಳಿದರು.

ಕರ್ನಾಟಕದ ನಗರಗಳ ಬೆಳವಣಿಗೆಯನ್ನು ಮುಂದಿನ ಪೀಳಿಗೆಯ ಅಗತ್ಯಗಳಿಗೆ ತಕ್ಕಂತೆ ರೂಪಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರ ಬದ್ಧತೆಯಿಂದ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಸಾರ್ವಜನಿಕ ಮತ್ತು ಖಾಸಗಿ ವಲಯದ ಸಹಭಾಗಿತ್ವ, ನವೀನ ಹಣಕಾಸು ಮಾದರಿಗಳು ಹಾಗೂ ತಂತ್ರಜ್ಞಾನಗಳ ಪರಿಣಾಮಕಾರಿ ಬಳಕೆಯ ಮೂಲಕ ರಾಜ್ಯದ ನಗರ ಮೂಲಸೌಕರ್ಯವನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸಲಾಗುವುದು ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ಈ ಸಂದರ್ಭದಲ್ಲಿ KUIDFC ಅಧ್ಯಕ್ಷರಾದ ಶ್ರೀ ಎಸ್. ಎನ್. ನಾರಾಯಣಸ್ವಾಮಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿಗಳಾದ ಶ್ರೀಮತಿ ಬಿಬಿ ಕಾವೇರಿ ಹಾಗೂ KUIDFC ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರಾದ ಶ್ರೀ ಭೂ ಬಾಲನ್ ಸೇರಿದಂತೆ ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಉಪಸ್ಥಿತರಿದ್ದರು.

 

 

Comprehensive Approach to Urban Development Essential for Building Future-Ready Cities: Dr. Yathindra Siddaramaiah

Priority to Urban Governance, Infrastructure, 24×7 Water Supply and Sustainable Transport

Bengaluru, September 9: Dr. Yathindra Siddaramaiah, Minister for Urban Development, inaugurated and participated in the Karnataka Urban Infrastructure and Investments Summit, organised in Bengaluru in collaboration with the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC).

Speaking on the occasion, the Minister said that Karnataka is one of the fastest urbanising and economically dynamic states in the country. The cities of Karnataka are rapidly emerging as major centres of industry, innovation, education, employment and investment. While Bengaluru has established itself as a global technology and innovation hub, cities such as Mysuru, Mangaluru, Hubballi-Dharwad, Belagavi, Kalaburagi, Shivamogga and Tumakuru are also emerging as important centres of regional economic growth.

The rapid pace of urbanisation has brought new opportunities as well as significant responsibilities. The growth of cities must go beyond mere physical expansion and should be planned, integrated and sustainable, while improving the quality of life of every citizen. This is a key objective of the State Government’s urban development agenda, he said.

Four Key Pillars of Urban Development

The Minister said that the Government is giving special focus to four key pillars to further strengthen urban development across the state:

• Strong urban governance and integrated urban planning
• Effective financing mechanisms for infrastructure development and efficient project implementation
• Safe, reliable and continuous 24×7 drinking water supply and sewerage facilities for all
• Sustainable, integrated and people-centric urban transport systems

Focus on Water and Sewerage Infrastructure

The Government’s key priorities include expanding the 24×7 water supply projects being implemented in Belagavi, Hubballi-Dharwad and Kalaburagi; strengthening water and sewerage infrastructure across various cities; and promoting wastewater treatment and reuse, the Minister said.

He added that the Government is placing greater emphasis on efficient management of water resources and the development of sustainable urban services, keeping in mind the future needs of cities.

People-Centric and Sustainable Urban Transport

To address the growing challenges of traffic congestion and increasing mobility needs in cities, the Government is promoting stronger public transport systems, suburban rail, Transit-Oriented Development (TOD), pedestrian and cycling infrastructure, as well as technology-driven traffic management systems, the Minister said.

The objective of the Government is to ensure that urban transport systems are efficient, safe, sustainable and easily accessible to people across all sections of society, he added.

Strengthening the Financial Sustainability of Urban Local Bodies

Efficient mobilisation of resources required for urban infrastructure development is of critical importance. In this regard, the Government is taking steps to strengthen the financial sustainability of Urban Local Bodies, the Minister said.

Greater focus is being placed on improving property tax collection, GIS-based property valuation, digital urban services and innovative financing mechanisms such as municipal bonds to enhance the resources available to cities, he added.

Cities that Drive Economic Growth and Improve Quality of Life

“Our goal is not merely to expand cities. It is to build future-ready cities that accelerate economic growth, protect the environment and provide every citizen with a better quality of life,” the Minister said.

He stated that the State Government is committed to shaping the growth of Karnataka’s cities in line with the needs of future generations. Through stronger public-private partnerships, innovative financing models and effective use of technology, the State’s urban infrastructure will be further strengthened, he added.

KUIDFC Chairman Sri S. N. Narayanaswamy, Secretary to the Urban Development Department Smt. B. B. Kaveri, and KUIDFC Managing Director Sri Bhu Balan, along with senior officials of the department, were present on the occasion.
